DEPUTY PRIME MINISTER NGUYỄN HÒA BÌNH AND 800 DELEGATES AND INVESTORS GATHER AT ARIYANA CONVENTION CENTRE DANANG

The Conference announcing Resolution No. 259/2025/QH15 and promoting investment into Da Nang City in 2026, held under the Government’s close direction, opened a new chapter for the development of Central Vietnam. With the participation of more than 1,000 domestic and international delegates, the event was not merely a ceremony to announce a legal document, but a concrete action to realize the vision of turning Da Nang into an international growth pole.

The Government affirmed its enabling role by granting Da Nang maximum autonomy under a special mechanism.

Delivering directives at the conference, the Government’s representative emphasized that Resolution 259 is the “golden key” distilled from practical experience to address bottlenecks in infrastructure and institutions. The Government committed to accompanying the city in operating the first Free Trade Zone in Vietnam, creating an economic buffer capable of fair competition with major regional financial centers such as Singapore or Hong Kong.

Standing Deputy Prime Minister Nguyễn Hòa Bình delivered directives at the event “Conference announcing Resolution No. 259/2025/QH15 and promoting investment into Da Nang City in 2026 and Meet Danang 2026”.

Da Nang presented decisions on investment policy approval, investment registration certificates, memoranda of understanding, and several related licenses.

The Government’s direct push to implement guiding decrees right at the conference demonstrated a decisive spirit—ensuring policies do not remain on paper. With the new legal corridor, Da Nang is granted greater proactiveness in attracting high-quality FDI flows, especially the “green lane” mechanism that helps shorten investment procedure timelines by 50% compared to normal regulations.

Impressive figures affirm the attractiveness of the “most livable city” in the pivotal year 2026.

The 2026 conference recorded new milestones with total registered investment capital and memoranda of understanding reaching an astonishing USD 5 billion. Among them, at least 10 projects with a scale of over USD 200 million in high-tech and logistics were granted investment certificates on the spot, demonstrating the absolute confidence of the international business community in the city’s stability and potential.

In addition, the Government’s target by 2030 is for Da Nang to contribute 15% to the country’s digital economy growth. This figure is entirely feasible as the conference attracted the presence of 50 corporations on the Fortune 500 list, together with a commitment to train 20,000 high-quality semiconductor engineers from now until 2030 to serve production demand in smart industrial parks.

The Government prioritizes resources to complete strategic infrastructure as a launchpad for investors.

To realize the commitments in Resolution 259, the Government approved the medium-term public investment disbursement plan with the highest priority for Liên Chiểu Port and the upgrade of Da Nang International Airport’s international terminal. Once completed in the 2026–2027 period, these projects will triple current cargo handling capacity, turning Da Nang into a transshipment logistics hub of the East–West Economic Corridor.

Labor Hero Dr. Nguyễn Thị Phương Thảo – Chairwoman of Sovico Group shared at the event.

The Government also directed relevant ministries and sectors to ensure clean energy infrastructure and broadband digital infrastructure reaching up to the fence line of industrial parks. This is a prerequisite for Da Nang to attract “eagles” in AI and big data, helping the city not only be strong in tourism but also firmly established in foundational industry.

The unity between the Government and local authorities creates a transparent and sustainable investment environment.

At the conclusion of the conference, the message of an action-oriented Government and a service-oriented Da Nang administration was strongly spread. The Government required Da Nang to maintain its position among the top three localities in the Provincial Competitiveness Index (PCI) and the Public Administration Reform Index (PAR Index), considering these the most important measures to evaluate the effectiveness of implementing Resolution 259.

The 2026 event not only brought in multi-billion-dollar figures but also affirmed a new governance mindset: viewing business success as its own success. With strong support from the Government and superior special mechanisms, Da Nang is steadily moving toward the goal of becoming a special-class city, playing a leading role in driving the entire region’s economy to accelerate breakthroughs.
